&lt;p&gt;&lt;p class="MsoPlainText"&gt;The pan-African bloc's outgoing chairman, Malawian President Bingu wa Mutharika, declared the two-day meeting open. More than 20 heads of state and governments were in attendance at the opening ceremony.&lt;/p&gt;
