imageISLAMABAD: Minister of State for Information Technology and Telecommunication Anusha Rehman Friday said that E-governance system had been introduced in 25 ministries and divisions aimed at improving their performance.

Addressing the special session of 8th Youth Parliament Pakistan (YPP), she said "Pakistan is the first country in the South Asia Association Regional Corporation (SAARC) to introduce the E-governance."

Now, she said, these ministries were paper-less and the system would ensure efficiency, accuracy, effectiveness, good governance, transparency and accountability in decision-making.

The minister said that around 70,000 federal employees had been trained for this purpose.

Anusha Rehman said three Information Technology parks would be established in Islamabad, Lahore and Karachi. Land has been acquired for the Islamabad IT park at Chack Shahzad, she added.

She said National Incubation Center (NIC) had been established with government's vision of a digital Pakistan, which was funded by the National ICT R&D Fund.

The minister said it would be a first of its kind innovation hub to nurture and grow talent from across Pakistan, the program would help in bridging the gap between entrepreneurs, innovators and investors, while providing state-of-the-art incubation facilities and access to experts and advisors.

Anusha Rehman said that National Data Center (NDC) established in federal capital was another step towards achievement of "Accelerated Digitization".

She said in pursuance of the Vision of "Digital Pakistan" of Prime Minister Muhammad Nawaz Sharif, the NTC had established a cloud based National Data Center for the government and public sector entities.

"We have witnessed a dynamic revolution in the sphere of IT and Telecom Sector, our broadband penetration, which was merely less than 3 percent in 2013 has crossed 24 percent now. We are already working to provide ICT services and to connect the un-connected in whole of Pakistan with a special focus on un-served and under-served areas of the country and there will be a complete roll-out by December, 2018," the minister said.

Anusha Rehman said under the ICT For Girls Programme around 125 girls schools in rural areas would imparted technical training.

She said the ministry had established Computer Labs at Sweet Homes run by Pakistan Bait-ul-Mal at Kohat, Mardan, Manshera, Attock, Karachi, Nawabshah, Quetta, Dipalpur, Gujrat and Sargodha.

She said that the children would benefit from the fruits of digital era at their very early stage to become potential contributor of economy.

"These labs would go a long way in creating a Digital Culture in the centers by providing an enabling environment for the growth of Pakistan" she said.

Anusha Rehman said the government was committed to provide connectivity across the country by December 2018.

She said USF had awarded a Rural Telephony and e-Services Project encompassing Khuzdar District which included Karakh, Khuzdar, Moola, Zehri, Saroona etc to Pak Telecom Mobile Limited (Ufone), providing subsidy benefiting an un-served population of about 294,221, covering 725 unserved Mauzas.

She said beneficiaries of Benazir Income Support Program would be provided smart phones in the un-served areas with Rs 200 free balance for one year.

The beneficiaries will also be imparted training to use the mobile phone.

The minister said that grey trafficking had been controlled due to steps taken by the government.

She said that around 1.7 billion dollar had been added to national exchequer due to control of grey trafficking.

She said that cyber crime bill had been passed by the National Assembly and Senate after holding extensive consultation.

"This the most debated law, passed after holding around 80 meetings and public hearing and consulting all the stakeholders" she added.

About the questions of young parliamentarians from AJK and GB she said 3G service will be introduced in AJK in October and April, May in GB.
