Position of FBR Member IR divided into two new slots

ISLAMABAD: The Federal Board of Revenue has divided the position of the FBR Member Inland Revenue (IR) into two new slots – FBR Member North and FBR Member South - under reforms with new assignment to FBR Member North Syed Ijaz Hussain (Inland Revenue Service/BS-21) while Shahid Hussain Asad has been transferred as Member (Training-IR), FBR.

The FBR has issued notifications to this effect here on Tuesday.

Under the new organizational structure of the FBR, the key position of the FBR Member IR has been re-designated as FBR Member Training-IR FBR; Director General (DG) Operations South has been re-designated as FBR Member IR South and DG Operations North has been re-designated as FBR Member IR North. In terms of revenue collection, major chunk of revenue has been covered under territorial jurisdiction of FBR Member IR South as LTU Karachi and all RTOs of Karachi falls within the jurisdiction of FBR Member IR South. Revenue (OPS) Large Taxpayer’s Unit Islamabad. Shahid Hussain Asad (IRS/BS-21) presently posted as Member (IR) FBR (HQ) Islamabad is transferred and posted as Member (Training-IR), FBR Islamabad with immediate effect and until further orders. Shahid Hussain Asad had created the Directorate General of Intelligence and Investigation Inland Revenue (IR) and showed remarkable performance in recovery of withholding taxes from banks etc and started national exercise of documentation of economy.

Through an office order, the FBR has re-designated certain positions under the on-going reforms in the tax administration. The distribution of functions of newly designated Members IR notified vide office order No 20(1)S.M-IR/2011 dated 07.08.2012, in accordance with the recommendations of the World Bank under Tax Administration Reform Project (TARP) and as per previous practice are notified as under, enforced with immediate effect and until further orders.

As per powers and jurisdiction of Member Inland Revenue (North), he shall be responsible for supervising domestic tax operations of northern field offices. The Chief Commissioners of RTO Islamabad, Rawalpindi, Peshawar, Sialkot, Multan, Faisalabad, Sargodha, Gujran-wala, Abbottabad, RTOs/LTU Lahore and LTU Islamabad will report to him. He shall monitor revenue collection and ensure achievement of revenue targets by northern field offices. Member Inland Revenue (South) shall be responsible for supervising domestic operations of southern field offices. The Chief Commissioners of RTO Karachi, Hyderabad, Sukkur, Bahawalpur, Quetta and LTU Karachi will report to him.

He shall monitor revenue collection and ensure achievement of revenue targets by southern field offices. Any other duties assigned by Chairman, FBR would also be done by Member Inland Revenue (South) and Member Inland Revenue (North). This office order supersedes all earlier office orders issued on jurisdiction on the subject.
