Foreign inflows dip by 71 percent

ISLAMABAD: Pakistan has received $933 million from multilateral funds and $333.6 million from bilaterals against the total budgetary estimate of $4.5 billion five weeks before the end of the current fiscal year (2011-2012).

According to documents obtained by this correspondent, Pakistan received foreign inflows worth $1.3 billion that are $3.2 billion (71 percent) less than the budgeted external resources inflow for 2011-12.

Of the total received from the multilaterals, Pakistan received $547 million from the Asian Development Bank (ADB) during the first eleven months of the current fiscal year, $351.1 from the World Bank while $35.4 was received from the Islamic Development Bank (IDB).

The Asian Development Bank has been the major loan provider at market rate of interest to Pakistan from July 2011 to May 28 (till date).

The documents showed that of the tota disbursed by the World Bank, $49.5 million were released by International Bank for Reconstruction and Development (IBRD), $294 million by International Development Association (IDA), and Multi Donor Trust Fund (MDTF) released $7.6 million during the first 11 months of the current fiscal year.

The US disbursed $114 million as grant out of which $2.7 million was by Bureau for Population, Refugees and Migration (BPRM), $350,000 million by US government, $1.8 million from Office of US Foreign Disaster Assistance USA OFDA, $108 million from USAID, and $500,000 by United States Department for Agriculture.

Australia released $22.4 million between July 2011 and May 2012, Belgium $8.8 million, Canada $5.5 million and Canadian International Development Agency (CIDA) $12.2 million, China $500,000 and Denmark disbursed $ 1.6 million.

UN released $50 million from July 2011 to date (May28, 2012) as $400,000 were released through Food and Agriculture Organization (FAO), $4.04 million through International Fund for Agricultural Development (IFAD), $600,000 through International Labour Organization (ILO). As much as $300,000 were disbursed through International Organization for Migration (IOM), $2.3 million through UNDP, $400,000 through United Nations Environmental Program (UNEP), $1.5 million through United Nations Fund for Population Activities (UNFPA), $90,000 through United Nations High Commission for Refugees ( UNHCR), $90,000 through United Nations Office for Project Services (UNOPS), $8.9 million through Central Emergency Response Fund (CERF), $20,000 through Emergency Response Fund (ERF), $900,000 through Multi Donor Trust Fund (MDTF) and $1.7 million through UN-Extended Funding Window (EFW), $200,000 through Australian Committee for UNICEF, $2.6 million from UNICEF National Committees and $400,000 through United States Fund for Unicef.

European Union released $11.8 million while $1.7 million were disbursed through European’s Commission Humanitarian Aid Office (ECHO).

France has released $700,000, Germany has disbursed $22 million; $50,000 through Gesellschaft for International Zusammenarbeit (GIZ) while $700,000 disbursed through KfW (Kreditanstalt Fur Wderaufbau), International Private Donors $9 million, Ireland $3 million, Italy $1.6 million, Japan $7.9 million and $850,000 by Luxembourg.

Data also showed that the Netherlands released $17.9 million between July 2011 and May 2012, New Zealand $400,000, Norway $2.5 million, Saudi Arabia $2.4 million, Spain $2.8 million and Sweden disbursed $7.8 million.

Switzerland released $1.3 million, while $ 22.9 million were disbursed through the UK Department for International Development (DFID).
