qamar-zaman-chaudhry1024ISLAMABAD: A Chinese delegation led by HOU Changan, Secretary General of Communist Party of China of Hubei Provincial Commission for Discipline Inspection of People Republic of China called on Chairman National Accountability Bureau Qamar Zaman Chaudhry here Wednesday and discussed matters of mutual interest.

Deputy Chairman NAB, Deputy Prosecutor General Accountability (PGA), Representatives from Chinese Embassy and Ministry of Foreign Affairs attended the meeting, a press release said.

Qamar Zaman welcomed the Chinese delegation and said that Pakistan and China are time tested friends.

"Our friendship is higher than the Himalayas and deeper than the deepest sea in the world, and sweeter than honey."

He said various projects of strategic economic importance are being undertaken between China and Pakistan while anti corruption work is also given importance so as to curb corruption in the mega development projects of the two countries.

He said that last year Pakistan and China have signed a Memorandum of Understanding (MOU) for cooperation on efforts to weed out corruption.

He said that signing of Memorandum of Understanding (MOU) between Pakistan and China is specially significant in the backdrop of increasing economic and trade cooperation between Pakistan and China.

He said long-standing ties between Pakistan and China have been mutually supportive. The cooperation between the two friendly countries to curb corruption will be further enhanced.

The Chairman NAB said that NAB has perfected its procedures and Standard Operating Procedures (SOPs) to rationalize the workload and timelines have been prescribed for efficient, effective and expeditious disposal of cases putting a maximum limit of 10 months- from complaint verification to inquiry to investigation and finally to a reference in the Accountability Court.

In order to ensure uniformity and standardization, the Standard Operating Procedure (SOP) in vogue were revised after a gap of 10 years to make these responsive to the needs of changed economic, social and technological realities along with goals and targets for smooth conduct of operational activities in accordance with law and to bring further improvements in the performance of NAB Regional Bureaus.

The Chairman NAB said that NAB had devised Quantified Grading System (PQGS) to review and evaluate the performance of all NAB Regional Bureaus on annual basis in order to know their strengths and weaknesses.

This initiative has proved very encouraging and effective in enhancing the performance of NAB's Regional Bureaus which has now become a regular part of NAB's working. He said that NAB has devised Combined Investigation Team (CIT).

The concept of CIT has indeed improved the quality of investigations as well as the professional capacity of Investigation officers.

He said that NAB has developed an effective Monitoring and Evaluation System (MES) catering to the needs of all concerned having salient features of maintenance of data at each stage including complaint entry, complaint verification, inquiry, investigation, prosecution and record proceedings of Regional Board Meetings and Executive Board Meetings including case brief and decisions made.

It also has the ability to analyze data in qualitative and quantitative terms having warnings and alarms system for violators.

He said that NAB has established its Forensic Science Lab (FSL) at NAB Rawalpindi which has facilities of Digital Forensics, Questioned Documents and Fingerprint Analysis.

He said that NAB had chalked out a proactive Anti Corruption Strategy of Awareness and Prevention besides Enforcement. The initiatives undertaken by the present management of NAB has started yielding positive results.

HOU Changan spoke about strategic partnership between the two countries and the need for future cooperation in the field of Anti- Corruption work.

In this respect, both the authorities termed the MoU a huge step forward and a new dimension in the existing brotherly relations between the two countries.

The Chinese authorities appreciated the excellent progress made by NAB under the dynamic leadership of Qamar Zaman.

Chairman NAB will visit Hubei, China for enhancing cooperation in the eradication of corruption.
