LDA generated Rs2.70bn revenue from commercialization

imageLAHORE: Lahore Development Authority (LDA) collected revenue of more than Rs2.70 billion on account of commercialization fee.

An amount of Rs2.35 billion has been collected under the head of permanent commercialization, and Rs350 million against annual/temporary commercialization during the year 2016.

Talking to APP, Director General (DG) LDA Zahid Akhtar Zaman said the authority completed various projects of public interest during the year 2016, besides adopting initiatives to facilitate public as per vision of Punjab Chief Minister Muhammad Shehbaz Sharif.

The DG LDA said the directors from all directorates were asked to ensure their presence at the One Window Cell of LDA for one hour, from 11 am to 12 noon, daily. They personally heard the issues of people pertaining to their respective directorates and took all possible measures for redressal of complaints.

To a query, he said LDS's One Window Cell received a total of 61,482 applications during the year 2016 and out of those as many as 56,779 were disposed of. He said on average 190 applications were disposed of daily out of the 206 applications received day to day basis during 2016, showing disposal rate of 92 per cent per day.

He said as many as 9342 applications for issuance of No Objection Certificate (N.O.C) and Transfer Letter were disposed of out of the 10051 applications received for the purpose.

About the civil works on the Orange Line Train, he said besides executing more than half of the civil work of Pakistan's first-ever mass transit project, the Lahore Orange Line Metro Train (OLMT), LDA completed a number of other projects for the benefits of people during 2016.

Responding to a query on amendment in Master Plan for Lahore Division 2016, he said it was approved for Lahore, Sheikhupura, Nankana and Kasur districts in July 2016, adding that a number of pending cases regarding approval of Private Housing Schemes/Land Sub-Divisions in Lahore Division would be processed as previously there was no policy document in many tehsil/towns of these districts and this amendment will encourage planned development.

DG, LDA said a sum of Rs3.21 billion had been spent on improvement of road network project, besides construction of the first ever flyover of Punjab at Kahna Railway Crossing at a cost of Rs3 billion under Public Private Partnership mode on BOT basis.He added that this will serve as a trend setter for more projects under such arrangement.

He said a project, worth 5.12 billion rupees, was ongoing for widening of Canal Road from Thokar Niaz Baig to Doctor's Hospital and from Mall Road Underpass to Harbanspura Interchange by six meters, along with construction of Chaubucha underpass with a length of 1.3 kms.He said the construction of four lane dual carriage way in Pakistan Kidney and Liver Transplant Institute, Lahore was carried out at a cost of Rs554.95 million.

He said the construction of an underpass at railway crossing near Gurrumanget Road was also progressing with the estimated cost of Rs224 million.

About the Traffic Engineering and Transportation Planning Agency (TEPA), he said it completed more than 53 per cent work on construction of flyover at Katch Jail Road in Kot Lakhpat Area for connecting Moulana Shaukat Ali Road to Ferozepur Road and the project will cost one billion rupees.

Regarding strict operations against illegal constructions, he said Planning Wing of the LDA carried out 74 operations against illegal housing schemes in the city during 2016, adding that it served notices to 182 housing schemes for slow pace of execution of development works, besides sealing offices of 35 schemes for their failure in executing transfer of mortgaged deed of public utility plots in favaour of LDA.

He said demolition operations against illegal constructions and violations of building by-laws were also carried out in 45 housing schemes.

About the LDA City, Zahid Zaman said planning and designing of LDA City Scheme was under process which will be completed in March-2017, adding that preliminary planning permission was granted to seven housing schemes while technical approval had been given for four housing societies.

Giving details on the Security Featured Documents Cell of LDA, he said the cell issued a total 1045 documents of 25 different nature including allocation letter, completion certificate, physical possession, entitlement performa, exchange letter, exemption letter, legal heirs, ownership requisition, Permission to Mortgage (PTM), physical possession, possession order, qabza patwari, sanction plan and transfer letter during 2016.
